anyone using Xcode 4.0.2 for ppc and 10.4 and 10.5 SDK's?

Is anyone using Xcode 4.02 for ppc and 10.4 and 10.5 SDK's?

What do you need to do to accomplish that?
I've installed Xcode 4.0.2 from 'xcode_4.0.2_and_ios_sdk_4.3.dmg' but I do not see the options for 10.4u and 10.5 SDK in the installer like there was in the 3.2.6.

Do you now have to be signed up as an OS X developer in order to get the OS X SDK's? I'm only iOS dev at the moment.
