Xcode showing different toolbar for different projects?

How is it that, when I'm in the "All-in-one" layout, some Xcode projects open with a 3 buttons segmented control to switch to "Project", "Build" and "Debug" and other projects open with only 2 ("Project" and "Debug")? And why isn't that toolbar item available in the toolbar customization dialog?
