I don't remember exactly when, but at some point during the 3.x series of releases, the "build" page was removed. If you have an older project with per-user layout information for that page, it will still show up though, and that's why you can see it in older projects, or in projects that get instantiated with default settings from "Window > Defaults...".
In summary, don't get too attached to the "build" page, because it's really been removed. And of course, in Xcode 4 everything is all different in any case.
