I finally found the built framework, but it's at DerivedData/<framework_workspace_UUID>/ArchiveIntermediates/<framework name>/BuildProductsPath/Release/<framework>.

In a perverse sort of way, I guess it makes sense that it's in an "intermediates" folder, since I set Skip Install to YES in accordance with some advice I found somewhere. But it sure isn't intuitive, and it doesn't seem to be documented.
