Why can't I just add a framework to xc4?

In Xc3, you can just Add an Existing framework via contextual menu on a group. In Xc4, there's only Add File to "App", but it just presents a standard get file dialog, not the list of frameworks.

Apple's docs on the matter say to do the above, but then fail to show screenshots of either what I should see, or tell me where to find a framework. There's also steps for linking a framework (why this is a distinct operation, I don't know), but the docs for ADDING a framework say that framework is then linked.

Note that the steps for LINKING a framework are ridiculously convoluted.

What happened to the simplicity of Xc3?????????
