Hi Rick,
I'd argue that your intent is not to add a reference to a framework to one of the groups in your project, your intent is to make one of your targets link with a particular framework.
With this in mind, I think that the steps required to perform this task in Xcode 4 are at least logical:
* Select the target that you want to link with the new framework to
* Select the "Link Binaries With Libraries" build phase
* Hit the plus button to be presented with the picker for choosing a framework
Can we make this easier and more discoverable? Absolutely.
