Actually, I think I'm full o' crap here, and I swear I know better than to say things like this without checking the facts.
In the bad old days, I don't think you could either use nor display Control-key equivalents in menus without customizing the menu handling or drawing. Now, I think, you can, and probably Option-key equivalent too, but I haven't tried it to find out.
I think your problem is really about non-Command equivalents getting eaten before getting to the menu system.
If you find out the real answer, please post it to the list. I for one am in need of enlightenment.
