I have been seeing the same behavior since yesterday. Nothing seems to be logging to the console when I retry. I however do get an odd message from Xcode, but only on startup.
Is this worthy of a bug report?
Jul 21 18:42:30 MachineName Xcode[5371]: Unable to find either a loadable database or a Nodes.xml configuration file
Jul 21 18:42:30 MachineName Xcode[5371]: Error loading docSet file://localhost/Developer/Documentation/DocSets/com.apple.ADC_Reference_Library.DeveloperTools.docset/: Error Domain=com.apple.DADocSetAccess Code=12 "Documentation set could not be read." UserInfo=XXXXXXXX {NSLocalizedDescription=Documentation set could not be read., NSLocalizedFailureReason=Unable to find the database or 'Nodes.xml' configuration file.}

Hmm. That shouldn't be restricted.
If you can check the console and file a bug with a screenshot of the download screen, the error, and any relevant console contents that would help.
