I find the dsymutil in my Developer/usr/bin. So it's no problem now. Thank you.
I think the following thing might cause the upgrade installation removed the tool from my /usr/bin:
1. My Xcode 3 isn't installed under /Developer, but under ~/Applications/Developer.
2. I also have Xcode 4 installed under /Developer.

It hasn't been removed. The entire Xcode 3 tool chain is still present in the Xcode 3 install directory. It does appear that installing 10.7 causes removal of the tool chain programs from "/usr", but they remain in (e.g.) /Developer/usr.
I've had some success putting that path (/Developer/usr/bin) first in my PATH, and adding "-isysroot /path/to/some/SDK" to CFLAGS to build stuff that either doesn't have a makefile or doesn't use Xcode.
I imagine that the 10.7 installer is making the system "safe" for Xcode 4 by doing this.
I think (based on other traffic on this list) that you will need to rename the Xcode 3 "/Directory" before installing Xcode 4, or else the former will be lost.
