Probably because you got a USB key, which is probably too small. When you buy a computer or OS with a DVD you'll get it, I certainly did the last few times.

I am mostly talking about encroaching, and the fact that the dev tools (it's not just an IDE) contain stuff that I think should be part of the OS, and therefore available when I buy it.
But let's not have this discussion, again.
