XCode 4 can't see them, doesn't know about CVS at all, doesn't know about changes or anything else.
I feel your pain. I moved to SVN a while ago because XCode no longer supported CVS, haven't seen a single advantage yet and hope I never have to figure out how to branch in SVN :)
So using the command line or any CVS gui tool, but separately from XCode is your only option as far as I am aware.
