Yes, in general, but not for the case of ibplugins I don't think.
They've been removed since at least WWDC10, and aren't back for GM,
despite an outcry on the forums. No doubt they have a well thought-out
reason, that they believe best serves their interests. My guess is that
it's related to 1) control freak of the UI, 'encouraging' standard
controls only 2) DRM: they don't want arbitrary code running in the
Xcode process, to protect their iOS walled garden.
