I ran into exactly the same problem when I installed Xcode 4 on my Mac Pro. After hearing about all of the
upgrade issues, I thought I would be clever and ran 'sudo <Xcode>/Library/uninstall-devtools --mode=all' first.
While the Xcode installer completed, it apparently didn't install any of the Xcode applications. Fortunately
simply reinstalling Xcode 4.0 restored all of the missing files. This should work for your.

ps You should still have the downloaded copy of the Install Xcode application in /Applications.
