How should I interpret the new project.xcworkspace directory in the
Xcode 4 project bundle? Is this real data (like project.pbxproject), or
user data (like username.mode1 etc)? Should this be saved in a (shared)
SCM repository or not? I want to make clear that I think that user data
should not be handled by SCM.

I would recommend to add it to the SCM, as long as all developers who share your SCM would profit from using this workspace. It combines various Xcode projects in a nice manner. So it doesn't seem to be personal stuff, at least when you are sharing sources via SCM.
