Have you actually spoken to a human on the phone? I find that when actually talking to someone very politely, I tend to get positive responses. It's far harder to tell someone "no" on the phone than it is to send them an email. The challenge is getting to the right person, but once you do that, people are generally willing to try to help find a solution.

With that said, if I were a developer that needed to develop on 5 different machines, I'd have absolutely no qualms about paying my $99 and developing on whatever machines I wanted.

Now, if the situation is you want to place the software on open machines and let anyone use it, then obviously more legalities come into play - but there again, that's where finding the right person can lead to a productive conversation.

And while it doesn't necessarily excuse the problems you're having, I'd note that Apple is not alone. Microsoft Visual Studio for example sells as an individual license by default.
