Jonathan,
Have you actually spoken to a human on the phone? I find that when
actually talking to someone very politely, I tend to get positive
responses. It's far harder to tell someone "no" on the phone than it
is to send them an email. The challenge is getting to the right
person, but once you do that, people are generally willing to try to
help find a solution.
With that said, if I were a developer that needed to develop on 5
different machines, I'd have absolutely no qualms about paying my $99
and developing on whatever machines I wanted.
Now, if the situation is you want to place the software on open
machines and let anyone use it, then obviously more legalities come
into play - but there again, that's where finding the right person can
lead to a productive conversation.
And while it doesn't necessarily excuse the problems you're having,
I'd note that Apple is not alone. Microsoft Visual Studio for example
sells as an individual license by default.

Just to follow this up, as several people asked me to report back -
unfortunately Apple Developer Support have been breathtakingly
unhelpful on this one. The replies I have received implied that the
information I was after was probably contained in the license
agreement I would be bound by on signing up, but that they could not
provide me with a copy of that and that "we can only help you with
the process of an enrollment".
Thanks a bunch, Apple!

Apologies if this is off topic (though it is certainly topicAL at
the moment). I have been completely unable to find out an answer or
find any human contact to speak to. As a university research group
with many macs we are a little perturbed by the new pay-for-Xcode
model. I am trying to find out:
- is the paid Xcode download tied to an individual machine or to an
individual apple ID over several personal machines (as per iTunes)?
- what is permitted through the Apple Developer Program - if I was
to sign up for membership would that enable me to install on the 5+
machines that I use depending on which experiment I am working on
at the time?
If anybody can offer a definite answer or suggest how on earth I
contact a human at Apple, I would be very grateful. Thanks for any
suggestions!
