Updating XCode 3.0 to 3.n

I reinstalled Xcode 3.0 from the Leopard DVD and want to upgrade it to a more recent version. I'm on PPC. No options in Xcode itself from what I can see.

The only download I found was here:
http://connect.apple.com/cgi-bin/WebObjects/MemberSite.woa/wa/getSoftware?bundleID=20414

I found this through and external link, but it seems to be Apple as it auto-logged me in to apple devloper. This download is has a pre- release warning on it. Should I go with this or better option?

I'm trying to set up Apache (running), PHP (not loading module into Apache for unknown reason) and SQLite/MySQL(haven't got there yet).

Hoping more recent Xcode will help with the PHP(?), may have to dynamically load more modules it's been suggested. What list would be best to ask questions regarding getting my (L)AMP/MAMP/?AMP environment functioning so I can learn about this technology on my Mac.
