It goes without saying that one should file a radar for this kind of problem. Only then can one be assured that the issue eventually crosses the right person's desk. Reporting bugs on mailing lists is pretty much useless.
To get back to the original question: unfortunately, Xcode offers no way to export or import most of the (useful?) preferences or configuration settings.
I've adjusted the color scheme for my own projects have not experience any problem like the one described. I'm using a lighter palette (I think it's called "sunset"), and did not need to customize any of the types that you listed.
Please do file a bug report.
