testing receipt validation procedure fails

Apple's "Validating App Store Receipts" says I can test my application by:

1) Having Internet access.  Check.

2) Launch app by double-clicking on it. Check.

3) Application exits with a status of 173. Check.

4) System attempts to obtain a valid receipt. Fail.


Why isn't the system trying to obtain a valid receipt?

The document says "Assuming your application signing certificate is valid, the system attempts to obtain a valid receipt."  I have a "3rd Party Mac Developer Application: <my company>" certificate in my keychain. Is this the "application signing certificate" the document is referring to?
