I can't answer your question directly but can say I was rather shocked by how poorly XCode 4 performed on me early 2008 MBP. Mind you this is a laptop that can run Eclipse fine. Based on observed behavior I'd have to say that XCode is either unfinished or very buggy.
Right now I'd be reluctant to suggest any Mini or similarly equipped Mac. One can only hope that Apple addresses this issue in future releases.
