Xcode isn't simply a compiler with a nice GUI. It represents many components and tools that need to work together. Thus, if a fix is being applied to any component, then it needs to be recompiled and published as part of the overall Xcode build. This I learned from the WWDC. Thus, I really don't feel that this is excessive when overall functionality has greater importance.
