I can absolutely sympathize with your situation. My father has the same issue, and I expect that I will too at some point.
Ultimately, I don't think that we should look to per-application preferences as the solution. Xcode could fix some of the things that you're mentioning - But not other things, like the size of the main menu + menu items.
You can change the resolution of your monitor - Like you mention that you already have tried - Or use Quartz Debug to enable the experimental support for HiDPI that exists in Mac OS X 10.7.
/Developer/Applications/Performance Tools/Quartz Debug > Window > UI Resolution
Long term, I think that the only reasonable solution for this kind of issue is to change your UI Resolution. That way you can scale up the entire UI for all applications, without requiring explicit support to be provided by each application individually.
What kind of problem are you running into with IB simulation when running at a lower resolution? Things simply not fitting on screen?
