Formally yes.  Although then why not J# :)

MS did target C++ developers.
And really tons of C++ developers have become C# developers.

Yes I know of course. But
    this is not the same - language itself and frameworks.
    You cannot compile your OS X app to win,
    and reverse for NET.

Well, they both provide/support C++  ... yet

In fact MS cannot be blamed so strong.
Visual 2010 have add many nice features that for years was only in CW and
XCODE.

But XCODE 4.x have start DROP features ...  Oops.

How this claim corresponds to original points about not good enough support
of C++ language by IDE?  :-)
