Over time, it's likely the content will diverge more from what will be functional in a web browser, as we further optimize and improve the doc viewing experience in Xcode. Right now it's coincidental that we use a format for Xcode that is mostly viewable in a web browser. Even so, for years it has been the case that much of the valuable doc content in a doc set is contained in indexes and such that only Xcode understands, and we're likely to move more in that direction to support a better experience in Xcode.
I am extremely unhappy with this attitude.
It is a good thing to "optimize and improve the doc viewing experience in Xcode".
But it is really obnoxious to *force* the user to only use Xcode. Much better to give users an easy way to use alternatives.
Like: "Open Page in Browser", which is an item which should *not* be removed.
Unlike download PDF, which requires the convoluted and very user-unfriendly steps mentioned in the posting of Doug Hill:

I only use Xcode for content search, then view the documentation in AppKiDo or Safari.
Taking this choice from me, would make me very unhappy indeed.
Kind regards,
Gerriet.
