As I read it, ~/Library/Preferences/com.apple.dt.Xcode.plist contains references to developer-program memberships. I'd try quitting Xcode, setting that file aside, and reopening. It may be a good idea to set com.apple.Xcode.plist aside as well.
While Xcode isn't running, I'd also examine the keychain to see if anything is in there that seems to be related.
