Do you need the 10.6 SDK? Or do you only want to deploy to 10.6? Those aren't the same thing. In general, you can use a newer SDK but still deploy to older OSes.
But I'm not even sure 4.4 supports deploying to 10.6, as the Release Notes say "Xcode supports development for iOS 5.1, OS X 10.8, and OS X 10.7."
