The internal headers inside of Xcode.app can be editable if you perform a drag-install of Xcode from one of the disk images from developer.apple.com, instead of installing from the Mac App Store.
While this may explain what you are seeing, please file a bug at <http://bugreporter.apple.com> for us to address this issue from within the Xcode.app UI itself. We really should not allow you to edit .framework or other SDK headers accidentally.
Please let me know what the bug ID is when you file, so I can track this.
