mapnik is written in C++. As documented, it runs on several platforms, including Mac. I see no problem to use this library and related tools in your Xcode projects.

However, what do you mean with "offline"? What do you want to achieve with your project? If you possibly want to render maps on a mobile device, you will probably face some problems caused by the limitations of current hardware. (But that may change tomorrow ;)  )
