There is rarely (I can't really think of one) any reason to do anything besides simply deleting the old developer folder / Xcode.app. Yes, you can install things outside of the developer folder / Xcode.app (most notably command line utilities in /usr and headers in System frameworks), but they typically don't need to be cleaned up.
