The FAQs about the Bug Reporting system <https://developer.apple.com/support/resources/bug-reporting.html> say:
"How can I track the status of an original bug report when my bug has been closed as a duplicate?
Bugs closed as a duplicate will show 'Duplicate' in the 'State' column of your problem list. Additionally, the original bug number under which the issue is being tracked will be provided. It will look like this:
State: Duplicate/1111111
To request a status update for your reported issue send an email to Bug Reporting <https://developer.apple.com/bugreporter/>."
Sadly, that last link isn't (and doesn't obviously lead to) a contact address. There is a Contact Us link at the bottom of the FAQ page, though.
On the other hand, when my bugs have been closed as duplicate, the close notice in the bug itself has read:
"To check the status of the original bug report, please update your report directly <http://bugreport.apple.com> and we will provide you with any available information."
That jives with the following FAQ:
"Will I receive communication regarding my bug report?
We will contact you if additional information is required to investigate your report and resolve the issue.
To request a status on your report, update your bug report with a status request and we will respond with a status update."

As mentioned, engineers basically never update a bug report with anything but a request for additional information or a request that you test a particular release when they think that release has fixed the bug.
They don't provide workarounds through the bug reporter. It is documented that you have to open a Technical Support Incident to request a workaround. See, for example, <https://developer.apple.com/bugreporter/>.
