I think I found the document you're referring to. Is it "What's New in Xcode?" It goes much of the way to what I had in mind. As you say, it calls out the new features.

It's not as detailed as the technical document you'll find through Help > Release Notes. For instance, those release notes acknowledge that bugs and workarounds may exist:

The "What's New" document serves a different purpose. I won't insult it by calling it a marketing document, but it's happier than I need.
