PS - I also could find no release notes except the "What's new" section in the App Store???
There's apparently no link to the 4.3 release notes from the Mac Dev Center page, but if you go to the iOS Dev Center there's a "download" link for Xcode 4.3 which takes you to a place where the release notes are listed.
I also found the new document by searching the developer site for "Xcode 4.3 release notes", and choosing the release notes document that had a current date on it (rather than the older ones also listed).
The new document is actually rather nice, because it neatly lists all the Xcode 4.x release notes, and it appears to be the post-app-store-dowload-strategy for presenting the information. I think it's just an oversight that it isn't linked to very obviously yet.
Also, the new document is very clear on what happened to /Developer, what you can do about it, and where things are in the 4.3 installation.
FWIW, the new installation strategy seems quite rational, and less fussy than the old way. The only flaw I could find is that it correctly told me that my unix tools were left over from the 4.2 installation, and told me how to update them for 4.3, but didn't give me a way to delete them (which is what I really want to do -- I've never needed them).
