It's not just Apple's desire for secrecy. A better word might be "confidentiality". Companies submitting bug reports may include sample code and/or other information that they're willing to share with Apple if it'll get the bug fixed, but that they don't want the whole wide world to see.
I don't think Apple could make bug reports public even if they wanted to. NDA cuts both ways.
