I believe the problem here is that if I file a bug report with Apple via Radar, I have the comfort of knowing I can include NDA information about *my* projects in that bug. Having other 3rd parties see my private stuff would be uncool.

To go forward, Apple would have to ask people to explicitly make public previously-filed Radars unless they introduced a new public-facing bug database that existed alongside Radar. It can be done, of course, but I can sympathize that it's not as simple as flipping a switch.
