Not for me using Lion 10.7.2 and Xcode 4.2.1.

Yes. The various constraints are available on the Align and Pin submenus of the Editor menu.
That's where I looked after reading the documentation. As I said above they do not appear for me. In fact I checked all the Editor menu items. Nothing about Constraints anywhere
