Now that you mention it, I noticed the same behavior for another editing command that happened to be used by 3 different editors. I had to set them all to the same keyboard equivalent before it showed up in the menu or initiated the menu function.

It's possible that ignoring the key equivalent in this case is intended behavior in 4.4 (perhaps because it's regarded as an inconsistency), but I think you're right and it's just a bug.
