I see my problem. Logging into the Mac Dev Center shows "Xcode 4.3.2" on the front page, but the button next to it says "View in Mac App Store". Which is how I ended up downloading it from the Mac App Store.

If instead I go down to "Additional Downloads" and click "View all downloads" the restrict to "Developer Tools", I find the Xcode 4.3.2 DMG.

Apparently it depends on how you find it to how it gets downloaded.
