Well, after your message, I tried one more time. I delete Xcode, and the doc sets. Then reinstall Xcode. After I open Xcode, the Downloads->Documentation show Xcode downloading iOS 5 and Xcode dev doc, but show that Mac OS X 10.7 is installed.

No change from previous situation.

If he had an Internet connection at the time he first launched Xcode, and if he had one long enough to download the whole doc set.  Neither of which are safe assumptions, but which Xcode continues to make.
