Both approaches have their drawbacks. The old approach only reached the small subset of users that had subscribed to this mailing list, and depended on the unofficial initiative and commitment of individual apple employees. The new approach requires the user to periodically check in with the App Store. Had I to choose between these two, not that they are mutually exclusive, I'd choose the latter. And if the new approach were to be updated to work better somehow, it would benefit all apps on the Mac App Store.
