If so, does it appear that the system/Xcode has incorporated SVN versioning into every folder/project, or just the project folders, or is this something else entirely?
Something else entirely. I think he's talking about the newish OS X versioning
where cmd-S has been changed in many applications to "save a version" as otherwise
saves are automatic.
It's not SVN versioning or GIT versioning or any other kind of version control
system you might think of. You access your OS X versions within the App.
The File menu of supported apps contains "Revert a Document..." or "Revert to
Saved..." choice which in at least some apps brings you into a Time Machine
style interface where you can browse and choose an earlier version of your
document.
If you look at the Xcode (4.3.1) File menu you will see the "Revert to Saved..."
(or sometimes "Revert Document...") item which implies that Xcode may use
OS X Versioning. I've only noticed that menu item active when looking at
documentation
