It's a GUI element to allow the user to split an area vertically or horizontally so that you go from one editing pane to two.
Xcode 3 had them and if you rolled the mouse over them the tooltip would display "Click to split the editor view."

Um, what's a "spanner", other than British for a wrench? I'd try it myself but I'm afraid of messing up my view config.
(Also, you meant "voila". A viola is a string instrument.)
