It appears that a vestigial plug-in architecture survives: Some hack plugins have drifted into and out of my notice quite recently. But Apple doesn't support plugins. I don't remember it ever having published a plugin API for Xcode.
Given that Xcode 4 is one rewrite in a continuing series; that it has enough stability problems of its own without adding third-party bugs to the mix; that Apple cheerfully dropped IB plugins; and that it increasingly prefers that third-party code not be injected anywhere; I'd be surprised if a stable plugin API were ever published.
