enhancement requests on (and will probably be closed as duplicates), but those flaws are a far cry from "utterly broken" and the instructions for adding Code Snippets can be found in the documentation
Well, when I press Edit and the editor comes up and you can't edit anything with it, is that not broken? Also, I didn't look at the documentation for adding snippets, because that's not what I wanted to do. And this is a GUI, with an Edit button plainly visible and enabled.
The documentation also fails to mention what will happen if you create a code snippet that's identical to one already in the canned collection.
The obvious thing to do is let the user edit the canned snippets, and seamlessly save the edited version, overriding the default one. Why does this even require user intervention? And lots of settings are user-specific, so I don't see why that's a challenge either.
