You can put 3rd party frameworks anywhere you want, and they don’t all have to be in the same place. I’ve never created a Developer directory anywhere for them; I just point individual Xcode projects at the path to the framework(s) they need.

And of course, using any other IDE is almost impossible...

Why? The Developer folder still exists and other tools can use it; it’s just that it happens to be located inside the Xcode app now.
