Yes and yes.

- What exactly does qlmanage -r do?
man qlmanage says "resets Quick Look Server and all Quick Look client's generator cache."
qlmanage -h says "Force reloading Generators list".

Are these not exact enough?

I mainly wasn't clear on whether it just clears the cache, or also rebuilds the list. I'm trying to pinpoint when my plugin should be detected.
