Hi Jason,
Xcode 3 supported three different layouts: Default, Condensed and All-in-One. Not sure which one you're using. Maybe one of the other would suite your needs better. No version of Xcode supports docking of windows, or arbitrary re-arrangement of the parts of the project / workspace window.
For reference: Snow Leopard supports the following versions of Xcode 4:
4.0, 4.1, 4.2
Xcode 4's "Behaviors" offers a lot of flexibility. It may be that you could use them to make Xcode better fit what you're looking for. See for example:
