Are you looking on https://developer.apple.com/downloads/index.action?
I see Kernel Debug Kit 10.8.2 build 12C60, Xcode 4.5.2, Command Line Tools
(OS X Mountain Lion) for Xcode - November 2012 and Command Line Tools (OS X
Lion) for Xcode - November 2102 at the top of the list of Downloads for Apple
Developers.
