Well, I tried a different iPad. That worked. So I tried a different USB cable. Finally, my iPad connects (even though I could see it enumerate on the bus, and it would connect to iTunes). I went back to the old cable, and it still works. Maybe it just needed to be plugged and unplugged one more time to get Xcode to see it.
