The current SDKs are inside Xcode itself (in Contents/Developer/Platforms.) In general, Xcode 4+ is self-contained and doesn’t need that external /Developer folder anymore.

If you’re having actual problems, describe them and we can try to help.

No; using ancient versions of the tools is rarely a good idea unless there’s some specific compatibility requirement that forces you to, such as a need to support really old versions of Mac OS.
