Still frustrated, but here is more information.
I learn that the object that the sheet claims is a file that I don't have permission for, does in fact exist. But it's a directory, not a file. I can get complete access to it and its contents from the terminal, so I believe Xcode is confused.
For what it's worth, here is what opensnoop says about Xcode's calls to open(2) during that time.
