here we go again with docs not getting downloaded

So I spent an hour having Xcode 4.6 download the iOS 6.1 Doc Set, but nevertheless it doesn't appear to be present on my machine. Something called com.apple.adc.documentation.AppleiOS6.1.iOSLibrary.docset did get downloaded into the Xcode bundle, but it's tiny, and when I try to go to an actual page, we go out on the Web and I have to log in with my developer id. What's going on? Thx - m.
